Its called a spanner wrench and normally used to adjust large slotted nuts. Probably to adjust your shock. like RatFink2 said.

There's little cutouts on the side of the shock...you put the wrench tit in one of the holes and turn......

This spanner wrench is double sided, but you get the idea....go to the 2:15 mark or so
