Very hard to shift between gears

My 2019 Bobber, has a very hard clutch, that does not have any slack, and it shifts to 1st, but just does not have any power to go forward, I push with my feet for the initial move forward. It does run, but cannot go above 40 miles/hour. Also, have a very hard time going up a slope. I was told that the clutch is too hard, and need to give it at least a 5mm slack.
I tried adjusting the clutch, but still remains very tight. Any advice ?

The video above says it all. Scouts have a very firm clutch and should have about 1mm of free play at the lever. It's a very sensitive adjustment on the Scout.

Too little free play and the clutch will slip even when the lever is fully out (could be your problem).
Not enough free play and it will be tough to shift, or the bike will creep forward even with lever fully in.

In order to increase the gap between the clutch lever and the instrument housing, you would need to decrease the overall length of the clutch cable housing. To do this, turn the forward clutch adjuster clockwise, when looking from the front of the bike to the back.
