Are these pegs for the quick-release bags (seen below) removable from the bike? Others that I've seen can be taken off with the right tool, but I couldn't tell with a quick glance if these are permanent fixtures or not.

Yes, the spools are removable. They come off with a 6mm Allen wrench. You will, however, need to replace them with the appropriate fender bolts.

Yes, those are OEM accessories and come right off with a 6 mm allen. Careful though, because that's what actually clamps the fender to the frame. You'll need shorter M8 screws to go back in their place, and there are also special clamping washers / spacers that go in place of the spools that you'll need to put it back like stock. They are part number 5632961-472.
