Indian changed the lowers from the older style on the early Roadmasters and Chieftains to a newer style on the newer bikes. It appears that the vent is relocated from inside near the engine to the outer shell.
Has anyone ridden with the older ones and the newer ones? Are the newer ones better at venting? I find that the older style actually seem hotter hot days when opened vs closed since the air passing through them is so close to the engine.

The top flap is also missing on the newer ones. That is way more important in my opinion.

That flap can be swapped from the older style to the newer style. Same exact part for both.
I know, but it is not there from the factory, so, when you want to compare the different vent position, you have to keep in mind, that this flap can and will change your feeling of the airstream through the different vent position. My 2018 Roadmaster got the older style and I keep the vents open when the temps are above 10°C/50°F, flaps up. When colder or during rain, I keep the vents closed. Flaps only turned down when really hot outside above 30°C/86°F.
But that is only my opinion/feeling.
