Hello, I was washing my bike and by the end of it found this on the ground. Anyone know where it belongs?

^^ This... It looks like a Wire Loom Keeper...Doubt it. Its pretty old and crusty.
Are you 100 percent sure it fell off the bike?
Place a quarter next to it so we can see the scale of it.
I'm guessing the straight section is about 1.5"??

I don’t have a quarter on me but hope the tape measure helps. I don’t have a quick release helmet so I would think it’s for the Wire loom keeper as advised by @Racepres

I would second that, not familiar with the Scout, but does look like the clip on a fluid line quick connector, looks too big to be fuel though, perhaps oil or coolant?Reminds me of some security retainer clip on a fluid line fitting.
I remember a similar thing on my transmission oil cooler fitting on the bottom of my Chevy radiator!!
I would suggest you check your fuel line fittings ... if it ever was on your motorcycle.
