Does anyone know if the cover and chrome ring just pop off for cleaning? There is either a lot of dust under it or it is scratched. I should tell you that it is a Chieftain.

The PLASTIC (not chrome) ring is held on by cheap ass body tape. Pull it off and glue it on before it falls off at 80 mph!

Which bike?
On the Chieftain, the instrument cluster pops right out, There is a plug on the lower backside. If you put your fingers up under the bottom, you'll feel it and gently pull from the front edges.
