Does anyone know if the rear fender of the Bobber is strong enough to support the suction cup style passenger pillions? There is a frame crossmember under the fender that appears to be strong enough to support a passenger but I would like to confirm.

You will need to check if those screws on the side bolt the fender to the subframe. The OEM Bobber pillion seat bolts to those points, but does the fender also bolt to the frame?

The standard Scout pillion seat sits on rubber bumpers, but the fender itself is also supported by two bolts either side that go into a solid sub-frame. It's that frame that is supporting the pillion. The bolt at the back of the Scout's pillion seat is not a supporting element as it screws into a simple captive nut under the fender, no frame there.

If the fender is bolted solidly to the sub-frame you should have no problem with the suction cup seat. Bear in mind that you will need to apply some protective plastic to the fender or you will end up with marking very quickly.
