I had been looking for more info on the numbered badging, I guess this is it. This is from Dick Scott's webpage, and they claim to guarantee a badged bike if you put a deposit down now.

I believe it is the horn cover. I had previously searched for any info on the speciall badging with no luck. Sure looks like that's at least a piece of it.
